The Obama administration made comments supportive of there being racism in both of those cases, so it would have been heavily in favor of the administration to have prosecuted race based civil rights violations in those cases. Therefore, the fact that they announced no charges absolutely means they were squeaky clean. If they could have found any possible excuse under the sun to have brought charges, they would have done so. Not bringing charges hurts Obama more than bringing charges. If there was any way they could have brought charges without the case being dismissed outright as soon as it hit a courtroom, you can bet they would have.
