Many of both parties have debated changing the electoral college, or going to a popular vote only.
I'd prefer we tie whether one is a net giver or net taker state into the equation. I'd favor using the present EC votes per state multiplied by the state's last 5 year average of federal income taxes paid/all federal funds devoted to the state. So if Tn pays 78 cents per dollar received, it gets EC votes it has now * 78%. If Ct pays 125%, it gets its EC votes * 125%.
The takers would soon fight against their own pork projects. That would be a painless way to reduce pork barrel spending.
Now the total EC votes available would vary, but we'd simply retain 50% plus 1 to win POTUS, with House breaking any ties.
