Probably this. Also likely (although I'd bet the above on even money) that people who the DOJ and/or other powers that be don't have enough on to directly force the firing of are being threatened into quitting. Possibly a combination.

Form what I've heard, agreed, although this is a much broader issue than the tensions there: police departments should not be allowed to function as revenue collection agencies for the local government.

These people should have resigned long ago, but waited until the heat was so high they couldn't stay. There were accusations of racism before, but once those disgusting emails were discovered, it was impossible to refute.
One would have to be either incredibly naive or very disingenuous to believe the emails are not evidence of pervasive and permissive racism within the department.
Frankly, I think the governor should resign as well--he appears to be incompetent in a crisis.

It's either resign or go under the vindictive thumb of Holder and DOJ. It is going to become a horrific place for a white cop to make a living.
