A Finn is more related to a Neanderthal than a Mbuti pygmy is. And someone in Finland is more genetically related to a Swede than he is a Mbuti pygmy.

There is no rule of taxonomy that declares a specific threshold of genetic distance to determine sub-species classification. Sub-species classification is simply a subdivision of a species into separate groups.
