No. They can subdue them but they are not allowed to simply beat the crap out of them as was seen here.

If the cop gets away with it of course, who else would you complain to? because clearly there was a procedure which was protecting him from prosecution.

No, that is not clear. Ignoring the law for some is not a procedure. It's an injustice to the system.
