187 starts in Hatch. The are checkpoints into Hatch on I-25, Hwy 185, and Hwy 26. You have to go off road or back road to get around the checkpoints, and there are still roving patrols and surveillance in these areas. Border Patrol in the El Paso/Las Cruces area uses SUVs, ATVs, and horses.
The interior border checkpoints go back to the 40's, though they weren't permanent stations until the late 60's or so. As for the war on drugs, I believe Nixon started that, and it was ramped up considerably by Reagan. I don't know if American historical ignorance or political partisanship is more depressing.
Actually, FDR started the war on drugs in 1937. Nixon just gave it a name and a boost.
