A least 20,000. Each year 20,000 workers with advanced US degrees are put in a special pool; the excess is then put into the regular pool of 65,000. I'm sure there are many more. All H-1B workers I know personally have US degrees and started working here after graduating from US colleges and grad schools. They are some of the smartest people I know and should be allowed to stay and become US citizens.

There have been recent years when the current quota wasn't met. I call for better administration and monitoring of the program. If we can eliminate the abuse, a cap may not even be needed.

"10 U.S. senators seek investigation into H-1B-driven layoffs"
Instead, why don't they introduce legislation to reduce the number of H1Bs?

Because we want to keep the competent and drive away the incompetent. Reducing the 85,000 annual cap will not achieve that.

None of those 200 Souther Cal. Ed workers were competent ?

H1B is not being used to enhance IT work; it's being used to replace US IT workers.
It's been that way for 20 years.

And we don't need any of those 20,000.

BTW, like the O visa, H1-B is also a temporary visa. Once again, if those 20,000 are geniuses as you claim, then why aren't they getting O visas?

Nothing will be done. Both parties are bought and paid for by the people hiring the H1Bs.

That is because everyone looks down at ditch diggers and day laborers besides themselves and maybe their families. That and the buzzword for workers is knowledge workers who add value. The unskilled workers on the larger part don't add value. Because of these two things, hardly anyone cares.

Congress seems to care.

Outside of the green card and H1-B Visa, USCIS issued 7.4 million work permits (2009-2014) to immigrants here for various reasons..refugees, tourists, students, illegal aliens, etc.
Foreign tourists and foreign students used the bulk of those work permits.

A Review of the Department of Homeland Security Policies and Procedures for the Apprehension, Detention and Release of Non-Citiz
According to USCIS records, from 2009to 2014, the agency issued 7.4 million work permits to aliens.

I can't take seriously anybody that uses absolute, blanket statements like this.
