The charges were filed largely for show, in order to placate the hard-core police-haters. Sinc a lot of them have little knowledge of the actual workings of the justice system, or have short memories, or might be in jail themselves by now, or are too stoned and/or drunk to care, the politicaly-inspired maneuver tends to lose its luster very quickly.

Has the case against the officers been brought before a grand jury? Or does Maryland/Baltimore not use a grand jury? I recall the Ferguson grand jury took forever making a decision on the case against the cop that shot Michael Brown. Did Marilyn Mosby convene a grand jury or does anyone know?
Prosecutor discretion in MD to bring charges so no Grand Jury in this case. Typically here, one is convened if the State's Attorney wants to prosecute a case where s/he might take flak for doing so. Then the GJ can be blamed for the charges.

Its also a good way for the prosecution to "trim down" an indictment that they drafted but know that it can't all be legally sustained. The grand jury can be blamed for that too.
However, I am not suggesting that is the case here. There's really no way to know what will happen unless you're in the grand jury room during the show.

If my father or mother were involved as you mentioned, I would hope the prosecutors would NOT rush to make charges that can't be defended in court, avoid ANY potential conflicts of interests, and DON'T immediately run tothe talk show circuit to discuss the case. All of these which might mean the case never gets a real chance in court.

Decades? How about more than a century. The Daily Mail has been in business since 1896 and is the UK's second largest paper. It's website has a higher readership than the ratings of any of the MSM cable news outlets in the USA. So it more than meets all of your qualifications.
WRONG!Doesn't also meet: Large big city paper with its own investigative team. That would be a bar the NY Times, Washington Post, Boston Globe, Tennessean, and many other papers could meet.
But not a Fleet St style rag.
Reality tv has high ratings; doesn't change the trash it is. When I say large, it has to do with size of budget devoted to investigative journalism. Instead of Page 3 outrageous photos tabloid style.
This case needs an independent, full, public and impartial airing of the facts and circumstances. Anything less will simply fuel the suspicion that the police are above the law.
