Farebox recovery rate for transit in my county is 23%. Transit users are not just paying no tax, they are getting a 77% subsidy. Car owners by contrast pay a hefty gas tax, tab tax, and about a 10% sales tax on the purchase of their vehicle. Transit users here pay no taxes. No sales tax, no gas tax...nothing.
It is absurd on its face to think that transit subsidies do not far outweigh those to private autos. Mass Transit Subsidized Heavily
All roads are basically toll roads because you're paying a fuel tax, typically larger vehicles that do more damage to the road get less MPG and pay more. Tolling individual roads is not a good idea because now it's double taxation and locals will try and avoid them. What we need is a per mile tax based on the weight of the vehicle, that is the fairest way to do it.
The gasoline tax is so little, that it doesn't even cover half of the real cost of the highways. Tolling individual roads sounds like a good idea.

What hefty gasoline tax. The gasoline tax hasn't paced with inflation. And the US pays a gasoline tax far lower than any developed country. Plus roads also get general taxation.
Stick the true cost of all transportation on the user.
