The amount it spent on charitable grants–$8.8 million–was dwarfed by the $17.2 million it cumulatively spent on travel, rent, and office supplies. Between 2011 and 2013, the organization spent only 9.9 percent of the $252 million it collected on direct charitable grants."

Those entries were errors, according to the foundation: several foreign governments continued to give tens of millions of dollars toward the foundation's work on climate change and economic development through this three-year period. Those governments were identified on the foundation's annually updated donor list, along with broad indications of how much each had cumulatively given since they began donating."

The Federalist, do you have anything from a major news source other than some blogger.

9.9 % spent on direct charitable grants, what is the definition of direct and indirect charitable grants.

Do you know what constitutes "travel".

The article conveniently left out 1-12 and 23+ in their accounting sheet, now why would they do that?
