Where are the usual suspects saying that it's only fair old people should get limited care because they're old and will die soon anyway. That's something I've read from our young, braindead cd leftists here repeatedly over the years. They believe they are the center of the universe, not older, wiser, more experienced and productive people.

There does come a point where others shouldn't be responsible for your continued care. (I'm not "young")

Absolutely, the young healthy transplanted heart should have been transferred to a young person. DC should have gotten a heart from an older accident victim. Same with Mickey Mantle getting a liver - which he killed the new one too with continued drinking. "Celebrities" should not get any priority.

The UK article then goes on to say there is already age discrimination in surgery and cancer care.
Now, it could be that this new thing is normal UN posturing where they set some lofty goals and countries just ignore them so, it's nothing to get excited about. They have zero enforcement clout...unless some country's leader gives it to them.
It could also make a heck of an election issue seeing as how older people vote in large numbers and the UN's plans will materialize by the end of this year.
Most of the diseases mentioned for a targeted reduction over 30 years are behavior related. Overweight/ obesity are major contributing factors to Heart Disease, some Cancers, some strokes and most Diabetes- Type 2. Same deal for smoking.
I can foresee a future point in time whereby healthcare insurance premiums will be determined by waist sizes or perhaps most MDs will decline to treat patients with discretionary habits. Why should healthcare practitioners care more about their patient so healthcare outcomes than their patients do?
