seems some ex Nazi's collected some where about that amount... How can??

Maybe you should read your own included article.

"the Justice Department used a legal loophole to persuade Nazi suspects to leave the US in exchange for Social Security benefits. If they agreed to go voluntarily, or simply fled the country before being deported, they could keep their benefits."

And your title is VERY mis-leading. You ask "Could you collect 20 million on SS?"

The wording of your question implies that 1 PERSON could collect 20 million when in FACT it was about 130 people collectively collecting 20 million

Why did you purposely distort the truth?

Note the phrase Nazi suspects. Suspicion by some bureaucrat (J. Edgar) does not make it so.
