It doesn't matter, because tactical training is not necessary for one to successfully aim and fire at a threat. Tactical training includes matters such as response planning, team roles/movement/communication, door breaching, building search, room clearing, etc.

Did you not read the article or the OP? Both specifically say that Cooley went to the airport to drop his daughter off for an outbound flight.

Again, the article states that the purpose of Cooley's trip was to carry his daughter to the airport so she could catch a flight.
