In Public schools 8th grade isn't considered elementary it's Junior or Middle school, and our classes were about half that size.
I believe we had three levels of mainstream Classes, above that were AP and below Special Ed, this was Public School in the 70's.
Actually the grade structure is local and dependent on whether or not there are middle schools. Varies around the country. AP is always high school I believe.
Equality of opportunity is clearly not present if one is segregated to a non performing school by socioeconomic conditions. And that is what we have in fact.
There was a large discussion about "free" college education and Germany was used as an example. This is the model Germany uses. Should we use them as an example of what should be done or not?
Germany separates their students by ability/skill level. Why doesn't the US do the same?
Most school in America have three levels of learning. Honors,regulars,and special education.
Not in K-8, which is where the foundation for high achievement is formed. Furthermore, many public schools now mandate that AP be open to all regardless of ability or the completion of prerequisites.
It is certainly not the only important variable. I would guess the strongest one is the socioeconomic demographic of the student body. But do you really want to try and fix that one on a large scales basis?
I do not believe money alone is sufficient = but it is necessary.
