It refers to those who think that it is easy to legally get a gun and either want to seriously restrict the ability to do so or outright ban all gun sales.

Regardless of whether he did or didn't, how did he get his hands on one, or two? You might still want to suggest he had to go through many hoops to do so (and then post these images).
