She wasn't lying. President Bill Clinton signed the Iraq Liberation Act in 1998. The purpose was specifically to pursue regime change in Iraq.
When he's not starting a war in Libya and killing random civilians in drone strikes, yes.

Those are assets that were frozen, they will not be building nuclear weapons with that money besides they have greater problems, infrastructure for oil and gas, agriculture, highways. That money wouldn't put a dent in their needs but you have them spending it on nuclear weapons.
