This is true, but it's much easier to scam a monster government than a small local charity.

"Supported Employment" used to be or still may be used to employ developmentally disabled people. I don't know why that concept can't be expanded through the department of labor to employ people on welfare. The only down side is a program like this would give tax credits and block grants to certain employers instead of; checks, housing vouchers, and food stamps to the poor.

The problem with the poor is they don't make good choices to begin with and that's in part what got them were they are. Andrew Carnegie built libraries instead of giving his steel workers more money because he felt they would spend the extra money on steaks and whisky and not use it to enrich their lives. Welfare as it exists today gives the recipient very little choice what he can do with his benefits without cheating.
