If this woman had not been found dead in the cell, it would not be news.
Probably not but it's a good thing that things like this are making the news. A problem can't be fixed until it's exposed.
A person may deal with getting pulled over rarely. It's an upsetting situation for most. It's normal for someone who smokes to light up in a stressful situation. This is something that an officer deals with on a daily basis and something he needs to be able to handle, not something he needs to try and escalate into a bigger stressful situation which is what he did here.
Of course it happened. Look at the Video. He later claimed he arrested her for kicking him, yet in the video, he told her she was under arrest before she even got out of the car, so how could she kick him. He also would not tell her why she was being arrested. . He is also the one on leave right now, for violating Police Procedure. The Cop was way out of line. All he had was a stop for lane changing without a signal, which is a chicken crap stop to all cops. He should be charged with assault and battery, reckless endangering, false arrest, and be terminated for the Force.
What was a plastic bag doing IN the jail cell, lining a large garbage pail (what was that doing there too)--a large 32-gallon garbage pail that you would utilize for your home? A plastic bag could be utilized as a means to choke someone, or inflict self-harm. The garbage pail was not bolted down, and it is so out of place. Cells are intentionally designed to be bare bones, containing nothing that could be used for a purpose other than intended. That even goes for things like shoe laces, belts.
My first job in law enforcement was working in a jail. When people are booked you make an assumption that every single one of them is capable of harming themselves or others so you take reasonable precautions. They are usually kept in a holding cell which has nothing that they could use to harm themselves. From there they either post bail or are transferred to general population, by which time you should have gained some insight into their state of mind. If at any time they state they are depressed or suicidal or claim a previous attempt they are moved into an isolation cell which is devoid of anything they can harm themselves with, they are not allowed to have shoelaces, and there are no sheets on the bed. I'm pretty sure that is standard procedure throughout the US.
But in this case there is a photo of the cell in which she was found. The photo was taken on July 22nd, but since this is being investigated as a crime scene I'm pretty sure that it is in the same condition as when she was in the cell. Notice the large plastic bag in the trash can. Did they put "spare bags" in the can? And why would you have what appears to be a 30 gallon trash container in a jail cell? For the moment I will assume that this was suicide, but didn't these knot heads realize that if you had more than one person in that cell the bag could be used to either strangle or suffocate another person?
The sad and scary thing is that if she had simply refused to speak to the cop as is her right to do under the 5th Amendment, he would have still dragged her out of the car and beat her up. And many posters here would applaud him for doing it, since she was getting all uppity and acting like she had rights or something.
Reportedly, she declined a medical evaluation by paramedics before being booked.
If this was the case, it does not seem rational if she had been beaten by the officer.

Her sister claimed to have seen the preliminary autopsy reports which according to her stated that there was deep tissue bruising on her back consistent with the Officer having his knee in her back.

which is a whole different thing than 'beating her up.'
