H1-B's are not hired for skilled trades..eg skilled Blue Collar worker jobs. Your link is about skilled blue collar workers.

H1-B's are brought here for white collar jobs.

With the push for everyone in America to go to college you won't get any skilled blue collar workers.
But don't fret..Congress has created a new W Visa for blue collar workers to come to the US to get jobs.

A college education is required for most SKILLED blue collar jobs these days. I'm not talking about maintenance mechanics. I'm talking about control specialists, I&C Techs, Control Room Operators, etc. There is a huge skills gap.

The push to get people to college will help with this (most are 2 year degrees anyway), but to bring this back on topic, if you are going to restrict immigration, this simply needs to be addressed.

These refugees are not going to fill that gap.

The majority of these refugees are women and children.

I am an immigrant who has been through the H1B process myself.

All I can say is that there are no laws in place that say at the time of job interview an American citizen should get preference over a person with same qualifications on a work visa. If this important clause can be added, it should take care of the rest.
