Should states or provinces be permitted to switch countries if both the state and country it wants to join agree? Relatedly, should a city or county be permitted to join an adjoining state? This would be similar to crimea joining Russia. The only requirement is that the two areas are neighbors and both agree. This would be the ultimate free market system. Crappy countries and states would lose people and territories to those that are better-run, with no need for war or rebellion.

OP, apparently you don't know your US Constitution or Civil War history. As for other countries, don't really care what they do, but what you propose for the US violates the Constitution, case law, and the Civil War.

Sure I do. The question is whether it should be allowed, if whether it is allowed currently.

Crimea was an area of the Ukraine that voted to leave Ukraine and join Russia.

Fascinating concept for the (relatedly) part.. Wonder how long til Kansas just disappeared.

As for the first part. No. It invites neighboring states to try and politically seize portions of your country. It would quickly become a mess of accusations and war.
