The effect of using a secret email account – in this case, Lerner’s email account was in the name of Toby Miles – is to prevent Freedom of Information Act inquiries from uncovering the official information contained in the secret emails. In other words, it is a way for a government official to deny the public its right to see how the government is operating.
Sounds like this probably was a violation of federal law. Also from the link, Lerner is now retired and collecting an estimated $100,000/yr pension.
Why would someone maintain multiple email accounts at their place of employment?

Or perhaps Toby Miles is a registered member of Ashley Madison.
Why would you need to mix Ashley Madison business and IRS business? Wouldn't you route the Ashley Madison messages through toby miles, and IRS messages thru your .gov account?
As previously posted, the obvious reason to conduct IRS business on a private account is to evade FOIA. And the primary reason to evade FOIA is when a gov't employee is doing something she's not supposed to be doing, such as targeting people for IRS scrutiny based on their political beliefs.

why not? they are a perfect fit for each other because someone always gets screwed.
