"Republican efforts to defund family health care provider Planned Parenthood will fall flat in Congress as long as Democrat is in the White House, Senate Majority Leader Mitch McConnell (R-Ky.) said Monday.
"We just don’t have the votes to get the outcome we like," he said during an interview with Kentucky TV station WYMT. "The president has the pen. If he doesn’t sign it, it doesn’t happen."
He also said that averting a government shutdown "will be the most immediate concern facing Congress when it returns from its August recess."
So, knowing in advance that it will be a futile gesture that will do nothing but waste taxpayer money (the party of fiscal responsibility!) and, according to McConnell, make the GOP look bad, what are the odds that Cruz pushes ahead and tries to force another shutdown anyway? I'd say, given the colossal grand-stander that Cruz is, the odds are pretty good that he will do just that.
Boehner knew this when he sent bill after bill after bill after bill after bill after Bill to the Senate to either dismantle or change aspects of Obamacare but he did it anyway and then begged people to put the Senate back in the hands of the GOP so they could get these passed in the Senate.
This isn't how it works......The House and Senate passes a bill and sends it to the White House, it's up to the White House whether to sign it or not. The White House doesn't even have to address it and it would pass.

Yes, they could pass a stand alone bill today, but they know it wouldn't be signed by Obama. And Cruz has no interest in that because it would deny him his opportunity to grandstand.
No taxpayer money needs to ever go to Planned Parenthood for women's health. Haven't you heard we have a health plan for that. They should never have received one cent from our government. Charitable organizations should be funded by their donors only. If shutting the government down is what is necessary to accomplish this, then have at it.
If we can get rid of a few more unnecessary expenses, maybe we will be closer to a balanced budget. I would like to be a member of a citizens group that goes through the budget and looks for other unnecessary ways the government is spending my hard earned tax money.

Cruz was instrumental in forcing the last shutdown and is pledging to do it again. Whether he is successful this time remains to be seen, but that is his stated intention.
