How do you know he was blind sided, if the administration has a plan and i am sure they do why would they post it on city data or have to call a press conference to announce it. You understand there are agencies full of very qualified people who do that kind of planning for a living, and they do it based on information that may not be on fox news, even if the president was as clueless as many would like him to be, there are hordes of people who are also involved and are not.
