I would say yes, or would never reached the level it has, if the US had listened and not ignored when told how (for one thing) Camp Bucca was an incubator for jihadists.

I believe the development of the Islamic State could have been avoided from various actions that should have been taken.
1. The United States never should have left Iraq in the shape that it was and should have had thousands of UN Peacekeepers on the ground throughout the country. The Iraqi military with the large amount of equipment that they had acted like cowards in the face of ISIS and retreated failing to take the equipment with them or destroy it to prevent ISIS from acquiring it. Once this ends I don't know how we can trust the Iraqi military with our military equipment ever again.
2. Bashar Al Assad the dictator of Syria should have given into demands from his people to allow more freedoms. I for one didn't believe he should be in power at the beginning of the conflict though have since changed my stance as Muslim majority countries can not function without some form of oppressive government. Russia should have been involved sooner in the conflict and NATO and other coalition partners should have never supported the Free Syrian Army or any rebel group except the Kurdish forces.
3. Turkey should have invaded from the north and establish a No Fly Safe Zone for refugees from the conflict.
Once and if this conflict ever ends Syria's infrastructure will have to be rebuilt in what I would expect to cost trillions of dollars. Syria is currently a terrorist breeding ground and we will have to put once again thousands of UN peacekeepers throughout the country to prevent the spread and creation of new terrorist groups.

As is the case for MOST things, trying to simply it just so we can blame one thing alone, is a fool's folly. The genesis of ISIS can be found centuries before (if we want to play that game) as it is rooted in the Shia vs Sunni theological disputes. If anyone thinks this is Bush or Obama's fault (at it's origins), then you are a small thinker.

ISIL was allowed to grow way beyond where it should ever have, because the US government was playing politics.
It may also be that, and a combination of our politicians and bureaucrats actually buying into their own propaganda. That the US presence in the Mid East was the problem, and all we had to do was pull out as much as possible, tensions would ease, the air would fall from the sails of the jihadists, and peace and harmony would ensue.
Haven't you heard? ISIS, al Qaeda and the Taliban are no big deal anyway. The DOJ says it's white racists that Americans really need to worry about.
Bah! I call BS on that, it's global warming that is the real threat.
