Government isn't "we the people", because voting for someone else to be the government doesn't make you the government. We've heard that all our lives, but if you aren't making laws or enforcing them (or assisting with that) then you aren't the government.
Taxes also aren't usage fees. If Walmart billed you without you even going there to buy anything, and then claimed that it was a general fee to pay for things you might end up using...you probably wouldn't be okay with that. You might not even use the things that you're taxed to pay for. It's just people taking your money by force to fund what they want, and then they rationalize it by saying "we're 'asking' (ha..funny) you to pay for the things we offer". Yeah, sure, and if I decline that offer?
