If Ryan is bothered by Obama "going around congress," wouldn't the fix be for congress to pass whatever reform they wanted.

IMO, this is nothing but a poorly veiled excuse for Ryan appealing to the hard conservatives without facing his own views as listed here: Paul Ryan on Immigration

Ryan is just another pandering political wimp who scapegoats.

Or perhaps the simple truth is Ryan simply does not trust President Obama. It isn't as though they had a very good start at the beginning of this Administration.

Sorry but no. Its an excuse. He does in fact have the power to do something, as does all the Republicans who are in a majority.....its just that in reality he doesn't want to do anything. Its all much easier to blame Obama for their failure to act.

Kind of like how they blame Obama for budget issues when they are the one deciding spending.

LOL. Somehow you miss the point that the presidents "budget" isn't used at all. Its a "mommy can I spend X on this?"

Its almost like you dont understand how spending is decided in our country.

Apologies, I'm tired and that flew off my fingers without thought. However I still contend that there is personal animosity between the President and Ryan and no trust. If Ryan chooses to use that, excuse or not, oh well.

As Greywar rightly pointed out, it doesn't work that way and President Obama could not honestly balance a budget if his life depended on it because he would have to propose drastically raising taxes and cutting ALL social programs, something no politician on the horizon has the backbone to do. Budget hocus pocus and smoke and mirrors don't constitue balancing a budget.
