Despite the fact the royalties on Federal land are usually less than market value they opt for private land development. There is so much red tape and other costs involved with it at the end of the day it costs them more.

In case you missed it US producers drove the market price down. OPEC is dumping product on the market driving prices down further attempting to put US producers out of business. Until that changes they will not expose themselves to that risk. When that changes they will most likely be doing it on private land.

OPEC still controls the price of oil. Large oil Corp. in USA & Europe load up on leases keeping small guys from market there by being able to control the market.

The idea is to create enough so as to not import product from those who like to use product as an economic weapon.

Large guys decide to shut down wells to try and manipulate price higher. If its in the ground get it out or let smaller guys into market.

This is the same issue as net neutrality, large Corps which have become rich want to control access to net, keeping small guys out.

The 1% and the GOP at their best try to get it all.

I guess this will very much upset Governor Brown of CA: The AP released an investigative story Thursday that Gov Brown directed state geological employees to do a study of the mineralogical contents of his family property. The study was done using taxpayer funds, in violation of state law and the state has yet to be reimbursed. The main focus was fro Brown to see if the property was suitable for fracking.

Yet another flip off to the Sierra Club by the Dems, and they are not happy.

You don't seem to understand, the cost for OPEC to extract oil is lower than it is here for US fracking operations. It will always be an economic weapon they can use against US producers and US consumers. The only thing US production can do is keep OPEC in check.

As far as those leases go extraction on private land has increased substantially since 2008, it's decreased on federal land. That decrease has everything to do with the red tape and other costs associated with federal land.
