Legal immigrants can be a problem, too.

For example, if a government is already broke from promising too many benefits to its current citizens, it makes the problem worse by adding more citizens who automatically are entitled to the same benefits.

Well, yes, too many legal immigrants can be a problem. There should be a limit as to how many can legally immigrate but I don't see that happening anytime soon.
