Yes. We didn't add 911 service because it was unnecessary. We added it because it made sense to do so, just as many many other countries did. I am surprised you have to ask this.

So not wrong. you literally cannot choose private insurance to cover things already covered. This is unlike Britain where you can get private insurance in order to jump lines basically.
