I would think only universal law would be effective. Ban all hand guns for instance. The intent is to reduce the inventory to a tiny fraction of what it is and drive the cost of a hand gun very high.
That likely being impossible the next best thing would be universal permissive concealed carry. Would have no substantial impact on terrorist with long guns but would cause a problem for the standard street hood.
You might make it a little harder on terror by a universal ban on auto or semi-auto devices. That is probably the limit on a ban that might conform to the Second. Improbable though.
Universal bans have always failed, and where in place are associated with the highest violence in this country.
Mandatory ownership includes most famously Kenesaw, Georgia and Nucla, Colorado. Both have very low rates of violent crime or any kind of gun violence. We should expand this nation-wide. The whole country doesn't have to run with blood like Chicago or DC.
An estimated 750,000 Pennsylvania hunters took to the woods Monday armed with High-power rifles, high power scopes, and millions of rounds of ammunition. There were ZERO mass shooting on humans. It's not a 2nd Amendment problem, nor a gun problem, it's a people problem.

You do know that "assault weapons" are used in only 4% +/- of all gun murders right? Why do you feel we need to ban "assault weapons" rather than ban handguns which account for over 80% of the gun murders?
