Perhaps because "almost" is not exclusive. We have a problem with individuals that represent the last part of the post WW2 post colonial world where peace and security has been yet to be obtained. And that niggling area of conflict is Northern Africa and the Middle-East.
In recent years we've been able to tamp down the Provisional Irish Republican Army, Fuerzas Armadas Revolucionarias de Colombia (FARC ) and Sendero Luminoso. Even Euskadi Ta Askatasuna (ETA) has come to some accommodation with Spain. We've done so by addressing the root causes that breed terrorist. That doesn't mean that many on both sides of the battle will not die, because many will. But when we learn the to recognize the root causes of a conflict you might can toss away the ideologies that terrorist wrap themselves it whether it is Marxism in the past or Islam now. Terrorism arises out of repression, alienation and a sense of powerlessness. It through recognition of those facts that thinking individuals refuse to be drawn into a war agains Islam.
