Ash Carter was #2 man under Panetta and expected to be named after Panetta (who didn't want the job at all). He probably hoped to be named after Gates - his name (along with Michele Flournoy) was widely discussed. Flournoy and Carter both resigned from the Pentagon (Flournoy first) after Hagel.

All three of these people wanted the JOB of Secretary of Defense - Flournoy is still hoping for that job, but turned it down when Obama offered it to her .... for the reasons I already posted a link to.

I doubt that Obama could fill this job again (he had a hard time after he kicked Hagel out - Carter will probably finish.

Well there is no lacking on the Dem side.

Obama has all the credit for invading Libya and letting the radicals take over.
And he was pretty eager to invade Syria last summer.
