The obvious solution is to have the Federal government force all the States to recognize Firearm permits such as Concealed Carry issued by any other State.
It's not angry children, it's that the law does not provide anything but removes the reciprocity of 25 states.
Virginia statutes duplicate US Federal Law, if you're prohibited by federal law from owning a firearm, you are in Virginia too, but you are also in the other 49 states, concealed permit or not.
Just because (hypothetically) say Wyoming does not have a specific statute prohibiting people under DVRO from possession of a handgun does not mean they are not prohibited under federal law, which they would be.
It's just plain stupid. All states follow federal law, some states also duplicate federal law, so someone can be tried for the same offense under both state and federal law, some do not see the need to have a state law duplicating the federal law, because the law already applies. However because some states are rational in only having laws that digress from federal, their residents are penalized.
Washington for example is one of the states to lose reciprocity, I used to own a CPL there, a Washington CPL gives you NICS exemption, meaning you can bypass a NICS check because you're pre-qualified, you meet the requirements of the Brady Law, and the permit proves that you meet those requirements. A Virginia concealed carry permit does not carry that exemption. So by inference Virginia permits are more permissive than Washington, because they do not require an applicant to undergo a US wide screen for disqualifying conditions. However the claims are that Washington (among other states) permits are more permissive than Virginia's permits, but if this were the case a Virginia permit would allow you to bypass the NICS check, it being more stringent than National Standards.
So what is the purpose when certain states with permits that are proven to meet a standard that Virginia permits do not are removed from reciprocity? It cannot be because of stringency in issuing the permit.

My suggestion is for ALL visitors to OPEN carry, and (if legal) OPEN carry RIFLES too! The only way to combat these attacks on freedom is by massive civil action. In this case legal ("dis")obedience of the law.
That and make it clear to the VA tourism board that your dollars will be spent elsewhere.
How dare the state that holds to foundation of FREEDOM in America, Williamsburg, should act this way toward the rest of America.
PS - Utah permits are still valid (for now).

You want to "crack down" on the 2nd amendment so you refuse to recognize CCP from 25 states....a CCP is hard to get you actually have to pass background check even if you didn't do so when you bought the weapon,some states require training or safety classes. So glad that moron Governor can only serve 1 term. Republican would have won the last election if that idiot libertarian had not run.
So you are willing to reciprocal to some people who don't have the same rules as you? Different states have different rules for conceal license. That's why VA don't recognize some other states conceal rule. What does second amendment have anything to do with this?
