Here is one good article on the shooting and, at the end of the article, it has the whole prosecutor's report that was submitted to the Grand Jury: Tamir Rice grand jury declines to charge officers - CBS News. You might have to hold your control and plus key to enlarge the report so that you can read it - at least I had to.

1. Loehmann told officers at the scene that he had repeatedly warned Rice to show his hands prior to shooting him.

He repeated this in his statement read to the grand jury (not under oath).

He was about to be fired from his previous police officer job for lying and being mentally unstable.

There was no one in that court room representing Tamir Rice and that has to change.
That's the sick magic of the system. Video evidence is irrelevant, if you are friends with the prosecutor or he is sympathetic to all police (whether they are guilty or not) then a grand jury will be "convened" and you'll get off. Wait about 3-6 months and the media attention will die down. The ONLY and ONLY way to combat this is to make grand juries illegal (like California recently did). Also, while I hate to say it, the other piece of the solution is to VOTE. The DA, the process *CAN BE CHANGED* but the people who are most affected (the poor) feel like they can't change the system and that is a tragedy - because they absolutely can.

I've read it. He was there representing the Cleveland Police Force.
