The constitution does not allow the president to make law. If you want that done then contact your Congress critter. Legislation is their baliwac, the president is only supposed to enforce the laws that they pass and are signed by either him or his predecessors. As for the "gun show loophole", anyone who spouts this nonsense term lets everyone around them know that they don't have a clue what they are talking about.
