China uses NK as a bargaining chip and occasional distraction.

Let NK stir up some trouble and then cut a deal to "rein them in" in exchange for something China wants with regards to policy, trade etc.

With the disputes over the islands China is building on, I wouldn't be shocked in China even encouraged NK to do the test as a way of tit for tat.

Maybe, but this justifies a larger US military presence in the area.
