Dogs have a good sense of knowing if a person is uncomfortable, if Merkel can't so this she should never have become a leader. It takes more than people voting a person in office (at least it should) to be leader of a country. A dog, certainly this dog, should be the least of her worries.
Germans love dogs. I have no idea what her disfunction is. Probably the same mental disfunction that makes her think allowing those migrants into their country is a good idea.

Another option would have brought a "domesticated" lion or tiger to the meeting (which would have been as outrageous as Putin's bringing the dog).
