No, I know what time it is in Oregon. It is not 4 am anywhere in the US, well maybe Hawaii.

It's being posted on the Guardian, which is a UK news site. The time there right now is 9:04 AM

Are you looking at the Guardian page? Maybe a typo. The guardian page is showing 12:04 for the latest update.

Sean Anderson says they've talked to the FBI and they've come to some kind of agreement, about meeting them at the checkpoint in the morning, with Michelle Fiore and Franklin Graham. Something said about them packing luggage and leaving their weapons in their vehicles.
They've indicated the FBI is turning off their lights now.

Sounds like they may be waiting for the morning, so that Michelle Fiore, and Franklyn Graham to get there.

Gavin, the livestream guy, sounds like he is trying to inflame the situation.

The tone of the occupiers is becoming more conciliatory.
Sean Anderson tells Seim that the FBI has offered to meet them at a checkpoint at 8am (PST) on Thursday.
He says the four of them have agreed to leave their weapons in their vehicles before approaching the checkpoint.
Both Andersons say they want the media to be present at the checkpoint.
“The world’s going to be watching,” says Seim. “They’re not just going to haul you away into the darkness.”

They seem to believe they'll get to meet Fiore & Graham at some checkpoint and surrender there. I kind of doubt they'll be allowed past the FBI's current perimeter; nor will they be allowed to meet them face-to-face.
