The 1998 Iraq Liberation Act signed into law by Clinton gave POTUS the authority to direct Department of Defense assets (which include troops, etc.) to liberate Iraq.

The 1998 act is about supporting Iraqi opposition groups, and anyone reading it as a carte blanche for a full-scale ground invasion, as far as I'm concerned, utterly dishonest.
The 2002 Act Bush signed into law approved the use of the US military to defend the national security of the US and to enforce United Nations Security Council resolutions, only.
The authorization to use the US military to liberate Iraq, however, was signed into law by Clinton in 1998.

the US are the ones that are crazy. Why are we supporting "rebels" who are really terrorists to unseat a sovereign government ?
Look what we did to Iraq and Libya when we invaded and killed their leaders.
