I think sending Syrians to live in Montana should be considered a crime. By the Syrians!
Syria is a scalding hot desert with cold nights. Montana is a mountain state with cold summers and winters that can freeze whiskey. Sending those people could be considered cruel and unusual punishment.
This is why this was never planned and is less likely to happen.

Then why are thousands of Somalis in Minnesota and Maine?
The citizens are being told they are obligated to help.
The US government relies on local charities and religious groups to resettle these refugees, they are not obligated. Good people around the country have gone out of their way to assist these desperate people.

So you are claiming that Catholic Bishops now run the state of Montana?
Looks like refugees coming to Montana has been and will be pretty close to 0, much drama about nothing.
"Some of the least welcoming states are Montana, Wyoming, Mississippi, Arkansas, and Hawaii. Montana and Wyoming don’t seem to have received any immigrants in 2013 and 2014. Mississippi and Arkansas, both states with nearly three million residents, took 10 and 14 refugees, respectively. "
