The problem with your argument is that "Katrina" wasnt just about New Orleans, it was about FLorida, Alabama, Mississippi, Tennessee, Georgia, and bits and pieces of other states.
FEMA failed. And the reason why it is seen as a federal failure is because just one year before, Ivan, Jeanne, Charley and Frances all came ashore, were considered more state than regional and were so, handled more by their states, and everything went smoother. When FEMA took over during Katrina, those same states with with the same governors were screwed over.
Agree it was a regional crisis, and in areas outside the LA Gulf Coast, recovery was much more efficient. See Mississippi right next door for a prime example The reason Mississippi was able to recover more efficiently is due to A) lack of local gov't. interference/resistance, and B) no failed levies which were the primary problem regarding flooding in the Lower Ninth Ward and other areas of NOLA. Once General Honore was tasked with coordinating relief efforts in NOLA, and got local Democratic leaders like Blanco and Nagin to stop interfering, recovery efforts turned around.
May want to do a quick Google search to see where Mayor Nagin (D) of New Orleans is right now. Hint, a Federal Corrections Institution in Texarkana.

Wrong....I said NEITHER president is to blame for what happened.
I'm also on the record in noting that overall but have been failures though.

I didnt argue that Nagin was blameless( and yes, i knew about the corruption charges), and I would argue that Mississippi in no way recovered more efficiently or Alabama for that matter where you can still go to Bayou La Batre or Ocean Springs (and many other places) and see the destruction.
