I can think of a few conservative posters who probably have this topic all figured out...especially on the question of where to send the people.

NO, we should and do encourage poor-performers to breed more poor-performers! And we have immigration-policies to let-in/bring-in the bottom of the barrel, YAY!!!!!

As some have asked. Who is the judge of success or performance? What is the measure? Do we get rid of all our disabled children? Oh I know, we should use them as organ donors. Sorry but I am no fan of eugenics. Do we do what the soviets once did and ship our undesirables to some remote hostile place like Antarctica?
I would have no issue doing that with violent criminals. They had a chance to be part of society and instead preyed upon those who they felt were weak.
The unemployed? That pregnant teen mother?
No... We as a society are great enough to help those who can't help themselves.
The welfare queen? How about workfare instead?
That dead beat dad fathering 6 kids by 6 mothers? Community service to offset the cost of the state providing for the children he refuses to care for.
Illegals? Yes make life here impossible for them. Make them self deport.

Seems to be what Mexico is doing. They send their poor performers here.

I'm assuming this wasn't supposed to be a humorous thread but the thought of some government hack (or department of hacks) deciding who are "poor performers" is a real knee-slapper.
