As I remember the shooter was mentally ill. I think the blame belongs to the doctor or medical faclity who treated him. The blame also extends to pharmcuetical companes that manufactured any medications the shooter was prescribed.
This case would like suing a car manufacturer for deaths caused by a drunk driver.
