Presidents have always had power regarding immigration, Obama is just trying to bring some sense to the issue because our dysfunctional congress has failed to address the basic issues.
How is giving millions of illegal aliens stays of deportation sensible? Better the status quo where if found they are deported at least. Not only that but it included work permits for them. WTH, we have millions of Americans who are unemployed right now. None of what Obama did was sensible. What the Democrats and some Republicans were trying to do was to give them amnesty and many in congress objected to that so I don't see that as a failure on the part of congress. Obama could have taken action by stepping up deportations rather than giving them stays of deportations. Why didn't he do that instead?
I feel sorry for people facing deportation, but I don't care about the heart-string pulling. Even if these families stayed, at some point the government (president) has got to stop letting people just pour in unvetted. We have a right to not want to have to face disease, identity theft, economic impact, increased gang activity, political impact, cultural erosion, etc, all brought by illegal immigration. Granted, all these things can also come from within. But got to cut down on it somehow, and that means stop allowing it to happen, regardless of how much it has benefited politicians and lobbyists. also, our immigration laws get taken advantage of too much. Central americans are far from being the only ones who do it. Chinese, even some Europeans do at this point. And surely there's more.

Since congress doesn't even have the slightest idea or agreement to address the 11M illegal immigrants this EO added some sense to the deportation procedure. They have a fraction of the funding and resources to deport 11M, this would allow some prioritization of around 4M.
Deportations have been increasing, this order doesn't change that. His administration has also received criticism for being overly aggressive.

If the Congress denies the executive branch the funds to enforce the laws, the executive branch must prioritize which laws it can enforce, and which it cannot. Obstructionism has its price.
The Supreme Court appeared closely divided along ideological lines during oral arguments Monday in a case that could torpedo the Obama administration's controversial executive actions on immigration.
Conservative justices questioned President Barack Obama's authority to use executive actions to prevent 4 million undocumented immigrants from being deported. Chief Justice John Roberts and Justice Samuel Alito seemed particularly concerned with language in the administration's guidance that said the program's recipients would be "lawfully present," but in violation of immigration law.
The liberals on the bench seemed sympathetic to the administration's arguments. Justice Ruth Bader Ginsburg noted at one point that "priorities" had to be set given there are 11 million undocumented immigrants in the country, and suggested that was what the President was trying to achieve.
Whats there to be divided on? He bypassed congress illegally and manipulated immigration laws.

Probably. The question, it who will deport the illegals if it is true (and it seems to be), that Congress has denied the executive branch the funds to do it? They want someone to do stuff while refusing to pay for it.
Its like telling your employees you are going to stop paying their salaries, but you want them to keep working anyway, or telling the military to keep fighting without food and ammo.
