(1) Not true at all. The Metro system is controlled by the city and several suburban Counties.

(2) Not true, either. Actually, D.C.'s population is now only 50% black. But nearly all of its Whites and Asians are educated, white-collar professional's (or university students). For this reason, when you visit the city motor vehicles office, licensing office, vital records, etc. you see completely Black clerical staffs. The city also has blue-collar Hispanics, but very few work for Metro.

(3) Not sure about the city administration. I do know that the City Council has several more white members than it used to, a generation ago, when it was all Black.

I think I found the problem... 11 democrats and 2 independents. Hmm.. kind of like Flint, Chicago, NY...
