This guy should be fired. His comments show that he is not up to the job and isn't working to reduce wait times.

"Veterans Affairs Secretary Robert McDonald, under pressure to be more transparent about how VA measures wait times for veteran care, on Monday said the government should be more like Disneyland.

Disney doesn’t track how long visitors wait in line for attractions at its theme parks to decide if they liked their experience, he said. So the VA should not be held to the same standard for medical appointments for veterans.

“When you go to Disney, do they measure the number of hours you wait in line? Or what’s important?” McDonald told reporters at a breakfast sponsored by the Christian Science Monitor.

“What’s important is, what’s your satisfaction with the experience?”

Wait time is unfortunately a part of the "experience" and can very much be a factor in one's satisfaction or dissatisfaction with service. Welcome to the real world Mr.McDonald.

The VA can and should track wait times. It's not rocket surgery.

Canadian hospitals are transparent, set targets, and track wait times by procedures and hospitals.

For example: in Ontario there is a target to complete breast cancer procedures within 84 days (ie: 9 out of 10 patients complete their procedures in this time). The provincial average is 32 days with individual hospitals (the publc can see the list) ranging from 22 to 52 days.
My point isn't to debate that Canadian waits are/may be longer than US wait times, but that it is possible for the VA to publically set targets and track performance at the hospital level.... and McDonald isn't the guy for the job.

The VA has not managed their business processes and this has been going on for decades.

An application from a veteran who died in 1988 was found still pending in 2014.

A 1998 application was still pending in 2014.

It has not mattered who sat the oval, headed the VA or which party controlled Congress.

307,000 vets may have died awaiting VA care, report says - CNNPolitics.com

If it's worth doing, it's worth measuring.

VA is doing fine...Bernie was the chairman of the Senate Veterans Affairs Committee, so you know he would ensure that the VA is running top notch.
