OK, so how about we stop Christians from praying for towns/cities/states/countries? By this ridiculous standard, isn't that also a violation of the rights of citizens who don't want to be inflicted by Christian "spellwork"?
No kidding! I cringe every time I'm at a public event and hear someone get up to beseech god to bless me, my town, my state, my nation. Do it inside your own durn church, and leave me out of it!
That said, the satanists have as much right to do it as the mormons, catholics, baptists. And for exactly the same reason.

As interesting as this topic can get, it is a non issue in the USA. No one of power is going after the Satanic religions in the USA. There is another religion that is being subdued. Anyone care to guess?

because Satanists have always been forced to do their deeds out of
the public sphere.
Satanists are being banned from performing public ceremonies.
This particular group may have varying degrees of belief in Satan or God
and they do not appear to be in the upper echelons of real Satanism,
however they are still not operating unrestricted so if you want to
charge this city council, for instance, with disallowing them at an invocation
then go ahead and sue them.
