"General Revenue"? No. That's not where the money goes. Since we are heavy into ship building for the navy, that amount of money is counted as a Federal Allotment. Same with the Stennis Space Center. Three military bases. Federal flood control for the Mississippi river by Army Corps of Engineers. Interstate highways.
They don't just send a check and expect each state to put it into "general revenue".
But the point you made that Mississippians simply do not make as much money - and therefore do not pay as much in taxes - is valid. Wages are low here.
It's a bit more complicated than you make it out to be.
