Well, that's a bit of an oversimplification. The facilities certainly are, but the territory remains territory of the host state, albeit with special status.

Why you're bringing this up is a mystery, as the US Embassy is in Tripoli, 400 miles away from Benghazi.

ETA: I should have said that the embassy facilities are traditionally property of the sending State. Technically, nothing prevents the sending State from renting.
