Not sure what you mean. There is no reason why Colorado residents should provide medical coverage to some Texan that moves to Colorado when he/she gets sick. Texas is a red state that doesn't want health coverage? Fine. But there is no reason why Colorado should be their back up plan. And that's the way I would want it in Washington State too. These red state refugees should be discouraged by making sure they cannot get such benefits until they have been residents for a good decade or more. They should be forced to live the results of their politics.
What about a Mexican illegal or legal immigrant or a Syrian refugee? Would you make them wait 10 years for medical care, too, or just "some Texan"? What about the immigrant children? Would they have to wait 10 years, too?

If it's state-based, it is not federal. If a blue state passes state-based health coverage, there is nothing wrong with a lengthy qualification period so red state refugees don't try to game the system by moving to a blue state for coverage when they get ill. A decade should do it.

I think a decade is too long. I think it should be based on:
- Primary residence established in Colorado (including paying license registration which a lot of transplants dodge I've heard)
- Telecommuting or job located in Colorado, or retirement
- And probably a minimum of three years but no more than five years waiting period
I don't really like that the healthcare is based solely on income tax. I think it should have a distribution on income tax, sales tax, and property tax.

I'm not sure about that telecommuting component, if they don't live in the state, the state is supposed to send checks to out of state doctors? And since I've seen posters here who brag about quitting work because they don't want to pay taxes, I have no problem with a distributed tax. But really, you don't want people moving to Colorado when they get sick. Three years is just not long enough.
Been a CO resident for 4 yrs now. Its an interesting state. The state constitution is like 10x larger than the US. It allows for special measures to be voted on as long as they get 98k signatures. This is how pot made the ballot, CO Care is no different. Its pretty messed up IMO. If you have an agenda you can get a measure voted on and if you focus on heavy GOP or DEM you can get enough signatures pretty easily. If you have a savvy lawyer the bill can be worded very deceiving. Every year we have something stupid to vote on that basically takes more out of our pocket. One group is trying to shut down any type of drilling in the state which would result in over 200k jobs lost, over 1 billion in revenue gone, close to $300 million to education lost. Brilliant!
CO Care got enough votes, but its not very popular in the last poll. It will make the state income tax 10% and put an additional 10% tax on payroll. Large companies will pack up and leave, self employed and owners will hurt. It will draw low income people in and middle/upper class out. Its a horrible idea, I dont see it passing. Luckily there is a vote on the ballot to stop this kind of crap from happening.
Those that think Medicare/aid is so wonderful, they also usually dont realize that it typically pays professionals 27% of what they invoice. Every MD i know hates caid/care, they can't stay in business off of it alone and often lose money for their services.

We primary docs do OK with Medicare. Medicaid depends more on the particular state. AZ where I have been a doc for 35 years we do OK. Surgeons and some specialists have more to complain about. But for the most part they all make substantially more than I do.
Colorado needs to make sure the health coverage only applies to long term Colorado residents. It should not cover people who suddenly move to Colorado when they get sick. I could see Washington State doing something similar and I wouldn't want newcomers receiving health coverage until they were residents for a good ten years. Health coverage should not be extended to red state refugees.
Would your restrictions also apply to CO citizens who are legal US citizens?

I've known a few specialists (Orthopedic, dentists, chiropractor, OBGYN, podiatrists) that hated it.
